The Nigerian Maritime Administration and Safety Agency (NIMASA) is stepping up, not just to meet expectations but to exceed them. With an unflinching commitment to reform and innovation, NIMASA is quickly becoming a beacon of progress in Nigeria’s public service landscape.

At a recent sensitization workshop organized in Lagos by the Bureau of Public Service Reforms (BPSR), NIMASA was spotlighted as a standout institution leading the charge in public sector transformation. The recognition, delivered by none other than the Director General of BPSR, Dr. Dasuki Ibrahim Arabi, came with high praise.

“NIMASA is showing, in practical terms, what alignment with national reform goals should look like,” Dr. Arabi stated during his keynote speech, “Overview of National Strategy for Public Service Reforms.” He highlighted the agency’s bold embrace of automation and digital transformation as a model for others to follow—pivotal steps in aligning with the Federal Government’s Renewed Hope Agenda.


The BPSR emphasized that these reforms aren’t just about adopting new technologies—they’re about changing mindsets and institutional culture. Through tools like the Self-Assessment Tool (SAT) and the establishment of Reform Coordination Units across MDAs (Ministries, Departments, and Agencies), the government is aiming to create a culture of self-improvement, performance accountability, and collaborative learning.

But it’s not just external bodies taking note. NIMASA’s own leadership is pushing the vision forward with clarity and conviction. Dr. Dayo Mobereola, the Director General of NIMASA, used the occasion to underline that reform is not an option, it’s a necessity.

“Reform is the pathway to innovation and national advancement,” he said during his opening remarks. “Without change, we risk stagnation. As a forward-looking organization, NIMASA is embracing transformation to fulfill its mandate and better serve the nation.”

Mobereola also called on NIMASA personnel to be active participants in this journey. His message was clear: adaptability is key to resilience and long-term success. He urged staff members to approach change with openness and a willingness to evolve with the times.

The workshop wasn’t just another gathering, it was a moment of reckoning and recommitment. It reinforced NIMASA’s position not just as a regulatory agency but as a reform-driven institution aligned with Nigeria’s broader aspirations for effective governance and sustainable development.

In a public sector often slowed by bureaucracy and resistance to change, NIMASA is charting a new course, one defined by innovation, accountability, and public service excellence. And in doing so, it is setting a powerful example for others to follow.

As the nation continues on its journey of reform, one thing is clear: NIMASA is not waiting to be transformed—it is leading the transformation.
